What is a Declaration of value?

The Declaration of value (DV), “Dichiarazione di Valore”, is a document issued by Italian Consulates which confirms the value of educational qualifications achieved in a foreign country, with reference to the local educational system.

In order to have your qualifications recognised in Italy, the DV is the first necessary step. Once the DV has been issued and depending on the purpose for which the DV is obtained further recognition of the qualification must to be obtained from the relevant body e.g. Universities for the recognition of foreign degrees, Ministry of Education for recognition of degrees of Doctor of Philosophy (PhD), other Ministries for the recognition of professional qualifications, etc.

The DV is also requested by the Italian authorities for visa purposes in order to issue an EU Blue Card, or to apply for certificates for pension (INPS) or scholarship purposes.

 

What documents do you need for DV?

The documents needed to obtain a DV depend on the type of qualification for which the recognition is sought. The Italian consulate is able to issue a DV for Secondary School Qualifications (G.C.S.E., Advanced Subsidiary and Advanced Level, Cambridge Pre-U); Bachelor’s Degrees, Professional Graduate Certificate in Education, Graduate Diplomas,  Graduate Certificates, Foundation Degrees, Diplomas of Higher Education, Higher National Diplomas, Master’s Degrees, Integrated Master’s Degrees, Postgraduate Diplomas, Postgraduate Certificates, Postgraduate Certificate of Education, Bachelor of Education, Doctoral Degrees (e.g., PhD, DPhil, EdD); Professional qualifications (NQF): NVQ (Level 3 to 8). In all the cases mentioned above, in order to obtain a DV you will need a certified copy of your original certificate(s) attested by a Notary Public. The certified copy will then need to be sent to the legalisation office of the Foreign and Commonwealth and Development Office (FCDO) to obtain an apostille.
